Narin: Inward processing licenses should
be investigated
Halit Narin, the Chairman of our Association, said during his speech he delivered at the opening of the seminar titled "Chinese Threat on Trade" that the government should encourage the industrialists to make investments. Narin also requested that those who obtained inward processing licenses be investigated. Pointing out to the fact that the imports from the Far East mostly affect the textile industry, Mr. Narin noted that uncontrolled imports discouraged investments.
Stating that the inward processing regime exhausts the Turkish textile industry, Mr. Narin said, "Goods imported into Turkey under the inward processing regime have almost completely exhausted the Turkish textile industry for the last 3 years. Ankara adopts decisions regarding that the certificates relating to the goods imported under the inward processing regime form a right and that such certificates should be used. In other words, 90 % of the certificates get lost in Turkey with the inward processing regime and undermine our textile and apparel industry.
Such things discourage the industrialists from employing new workers and making new investments."
Mr. Narin added that, "We are in agreement with the government concerning the reduction of VAT from 18 percent down to 8 percent. But, why that decision is not adopted? Is it logical? It is impossible to understand it".
Requesting the Minister of Finance Kemal Unakitan to investigate the tax collected from imports, Mr. Narin further said, "Please ask yourself: total value of imports is US$ 40 - 50 billion, but what is the amount of the tax collected? Those that import goods should make a commitment on account of their income taxes. Collect taxes from imports and control the importers in that way, so that these people acquire the habit of paying taxes."
"We do not want money, we do not want loans, just moderate the legislations, provide support to establishments paying their taxes and call those who do not pay taxes to account for it. We do not want anything else.", said Mr. Narin.
Concerning the Chinese threat, Mr. Narin stated, "China cannot be a country of democracy; because, China has a land that is larger than the continent of Europe and there are 1.5 billion people living in China. Nothing done by China conforms to our common sense. Likewise, this thing done by the Turkish Republic does not conform to the common sense of the world. Because, the USA and Europe have restricted their imports and taken measures against China. We, on the other hand, have wide opened our doors".
Stating that they have not been able have the origin indicated on the ATR certificates for years, Mr. Narin concluded that, "Holland and Italy gives ATR certificates to the Chinese products on condition that they are to be forwarded to Turkey, and send them to Turkey. The ATR certificate has been a free circulation document not in Europe but in Turkey.... In this international fight, we need a bureaucracy that is in favor of the nation."
"ILO-EU Employee and Management Training Project"
The employee and management training project, which is financed by the European Commission and carried out by the International Labor Organization in the Turkish Textile and Apparel Sector, is still underway. The objective of the project is to increase the productivity by way of training the workers and managers of the companies operating in the Turkish Textile and Apparel sector.
The project is important in terms of the European Commission, for understanding the importance and requirements of social dialogue and because it directs the activities relating to application of the European social policies in Turkey.
"ILO-EU Employee and Management Training Project" will, in the first stage, last 1 year as a pilot project and be implemented in 11 companies selected in Gaziantep, Istanbul, Ankara and Izmir. Training includes subjects such as international labor standards, human resources,
globalization and productivity, and safety and health at work. It is aimed to improve the relations between employees and management, to increase the social dialogue, to improve the job environment through application of international labor standards, and consequently to increase the productivity in the companies in the Turkish textile sector.
In addition to OZ IPLIK-IS (Trade Union For Workers Of All Woven, String, Knitting and Clothing Industries), TEKSIF (Textile, Knitting and Clothing Workers Union of Turkey), TEKSTIL (Textile Workers Union), EURATEX (European Apparel and Textile Organization), ETUF:TCL (European Trade Union Federation of Textiles, Clothing and Leather), and ILO (International Labor Organization) and our Association is among the parties steering the project. From among the members of our Association, SARAY HALI and VAKKO also take part in the project.
Ways of sustainable growth were sought at the Economic Congress of Turkey, in which the private sector's participation could not be achieved...
The priority route in economy: Fight against poverty
 The Economic Congress of Turkey convened in Kultur-park, Izmir between May 5 and 9, 2004, for the first time after a 12-year interval.
In addition to the senior state officials, both in economics and political terms, the leaders of the world economy on the other side of the table showed great interest in the 4th Economic Congress of Turkey.
However, small participation of the private sector drew attention. The final report issued at the end of the congress was declared to the public by Abdullatif Sener, the Minister of State and Deputy Prime Minister. It was stated in the final report that distribution of income and poverty are among the fundamental problems of Turkey and that urgent measures aimed at unemployment should be taken.
Emphasizing the necessity that the imbalance between the regions in terms of education, as well as the sex discrimination in education should be decreased, the report also deliberated the requirement that investments be made to the human capital and social services on account of the fact that healthcare and education services both support growth and lessen the inequality of income. Underlining the importance of macroeconomic and political stability in terms of sustainable high growth in mid-and long-term, it was pointed out in the report that, "Although there may be shocks and fluctuations in economy
in the short-term, basic macroeconomic policies are important in the mid- and long-term. In that context, it is important that correct policies are implemented and the policies implemented are not frequently changed."
It was further noted in the final report that, in case the EU adopts a decision to start membership negotiations with Turkey at the EU summit to be held in December 2004, a new and difficult process would begin
for Turkey, and that Turkey has already achieved some areas of the EU acquis communautaire within the framework of the Customs Union.
The report also contained requirements such as mitigation of the excessive tax and premium burdens on industry, rearrangement of incentive policies, decreasing the energy costs and development of alternative energv sources for boosting the in vestments and growth.
Speaking at the Textile Congress organized by Istanbul Technical University (ITU), Mr. Narin, the Chairman of our Association warned:
Imitating will lead us to nowhere
Halit Narin, the Chairman of our Trade Union, said that, "Creation of a fashion is something that could be shared by a nation."
Speaking at the opening of the 2nd International Istanbul Textile Congress, Mr. Narin addressed the ITU students as follows: "It is impossible to set sail to wide horizons with people that have a narrow horizon. You cannot go anywhere with the words told by ignorant and inexperienced people with no limit of thinking. What you hear and read would also lead you nowhere. You can accomplish only if you add your own thoughts
and what you want to do on the things that you read and hear."
Mr. Narin also stated that, "Unfortunately, Europe has become a community that abstains from investing in the future and that does not look into the future with much hope. And as the Turkish nation and children of Ataturk, we continuously invest in our future, in our development, and welfare and happiness on this land. If we can bring the figures near the facts, and if we can include the unregistered within the registered, the GNP would automatically rise up to US$ 700-800 billion." |
