Narin: Lifting quotas in 2005 is only boasting

Halit Narin, Chairman of our trade union, said that it was impossible to lift the quotas by 2005, as long as there were leaders who always keep world under pressure and who try to shape the world economy. Narin, told in a TV program that US was a country with a huge cotton industry, beside being a big cotton producer it controls Mexico, a member of NAFTA, to sell its own products. Narin talked as follows:
"Therefore US puts itself in a protectionist cycle. It is not possible for US that created big disputes in a simple issue as steel-iron, to bring itself to a liberalised economy under the pressure put by European Union and Far East. So nobody in Turkey need to worry that quotas will be lifted and everything will be free in 2005. When a rule is abandoned, another rule will be put instead. Because every country has a border, customs and every country is obliged to protect its citizens and economy. In my point of view, 2005 will bring a new system in which textile industry will work within formalities without much change."
Narin replied the question "How will be the future of textile sector?" as follows:

"4 million people are employed in this sector. Textile sector has been in a wrong restructuring process since 1986. I mean a logic that puts ready made apparel in the front scene and throws textile in the second row. Despite this wrongdoing the sector has developed much however, with the ridiculous inward processing regime, products of
Far East enters our country without any control and then are being lost in Turkey. Therefore, Turkey, instead of generating a bigger economic potential, loses textile sector with the presence of these goods. We orient to ready-made apparel. In fact, a model of a rooted textile sector based on a ready-made apparel sector is needed. If we want to keep these two sectors parallel to each other, Ankara should realize the importance of this sector. Textile and ready-made apparel are sectors which have a potential of 60 billion dollars and in which 4 million people are employed. If the government adopts a policy that does not depend on imports, Turkey will always be the winner."
Chairman Narin also mentioned Customs Union Agreement.
"I think European Union is trying to build a dialogue that will help to maintain Turkey's contribution to Europe's economy via the Customs Union agreement. We have to revise a new negotiating strategy that will bring the big advantages we make to Europe back to us. It is not right to terminate this agreement, because we have to make trade. We must be in dialogue with EU and have to create an economy that will be a model for Europe" said Narin.

 

Joining forces against China threat

European and Turkish textile and clothing sectors, have joined forces to take the necessary measures against China which considered as a threat to the world economy. Represanta-tives of Turkish textile and clothing sectors, held a press conference on Jan 15, synchronous with the meeting of Euratex (European Textile and Apparel Organization) in Brussels. Participants of the conference said that China caused unfair competition in textile market by currency manipulation, export initiatives, state subsidies and tax returns for exporters.
"European Union, insistently tells some measures should be taken against the unfair competition caused by China and its increasing export potential" was said in the stamement released in the conference. "Euratex, in which European Union, candidate countries and Turkey are represented, expressed that this threat may cause plant closures and job losses inevitably in this sector".
It is stressed in the statement that China's low priced textile and apparel export impose a big threat to Turkey's exports. "As a result of taking eleven product groups out from the quotes, in the imports from China, in some categories an increase of 10,000 percent in amount is seen and unit prices have fallen by 70 percent" was said in the statement.

 

 

Başer: We won't cut tariffs one sided

European Commission is about the decide to cut customs tariffs one sided, said Bülent Baser, board member of Euratex. Baser told that Turkey applies 5 percent customs duty whereas some developing countries like China, India and Pakistan impose 50-100 percent costums duty. Baser said that Turkey and EU decided before not to pull down the customs duty that was 5 percent in textile and 10 percent in ready-made clothes one sided however costs must be taken down to maintain competitiveness against China in target markets like Russia, US, EU. Baser underlined that energy cost in Turkey was 9 cent whereas it was 1 cent in China.
Pointing out that rules set by World Trade Organization (WTO) were not enough, Baser said that Turkey had signed under EU's rules on environment, ILO and ethics. "Therefore an industrialist in Turkey faces many sanctions. But WTO's rules on environment, ILO and ethics are not certain. So these rules on ethical, social and environmantal issue should be added to those of WTO's. Otherwise, we can't set a barrier in front of China" said Baser.


Halit Narin, Chairman of Turkish Textile Employers' Association:
Government should take immediate measures against China

EURATEX, European Apparel and Textile Organization, held a press conference in member countries, demanding European Commission to take measures against China. Halit Narin, Chairman of Turkish Textile Employers' Association, said in the press conference that it was evident that Ankara's works about China fell behind those of European Union's. He stressed that a country that did not use safeguard measures inevitably could not resist the unfair competition caused by China. Narin, citing that surviving against the competition caused by China was only possible with right state policies and proper implementation of these policies, told that otherwise China would give a big damage. He said that in China it was not the companies that accounted for the bank loans they used, and added that the cost of the input in export was not important because it was the Chinese gover-ment that gave and paid the money.
"In China, works of the 1 billion people gather in one budget; state budget.

It is impossible for a country with a such a capital accumulation, to struggle without disciplining its normal limits and imports" said Narin.

 

'Turquality' will introduce Turkish trade marks to the world

Turquality' project that aims to help 'Turkish' and 'quality' concepts to be remembered together, is taking start. Kürsad Tuzmen, State Minister for Foreign Trade, said a logo and a quality approach had been formed for 'Turquality' that brings the concepts of 'Turkish' and 'quality' together. He added that a fashion-trade mark support has been created also.

"According to the Fashion-Trade Mark bulletin, the companies that meet the trade mark criteria, will be able to get a support of 4.6 million dollars in 4 years and fashion designer trade marks will receive a total of 4 million dollars" said Tuzmen.

Tuzmen also said that the establishments and companies that were accredited as proper by Turquality Committee to open stores, would be given 500,000 dollars to be employed for rents, decoration, promotion, advertising and marketing operations for each store.

 

 

Exports reached 50 billion dollars 2023 target is 500 billion dollars

Turkey's exports reached a record of 50 billion dollars in 2003. Exports increased 32.4 percent to 47 billion 891 million dollars in 2003 compared to previous year, according to the figures of Turkish Exporters Assembly (TIM).

Kürsad Tuzmen, State Minister for Foreign Trade, said in a press conference that he believed that Turkey's exports would exceed 500 billion dollars in 2023, 100th annivarsary of foundation of Turkish Republic. Tuzmen, citing that their export target was 51.5 billion dollars and import target was 75 billion dollars in 2004 program, told that exporters that did their best to surpass the export program last year, had to work to exceed 55 billion dollars in 2004.

"We will do that. I believe you can realize this target" said Tuzmen.

 

 

Our union sent the university to ITMA

Nearly 70 companies operating in accessories of textile machines and textile by sectors, participated in ITMA 2003 fair. Turkey took the first place in number of visitors that bought tickets before the fair had started.
Lecturers of Textile Engineering Faculty of Aegean University, also visited ITMA Fair, with the support of Turkey's Textile Employees Trade Union (TUTSIS). Lecturers of Textile Engineering Faculty of Aegean University, who attended the activities held in the fair had the chance to see the latest developments in technology, shared their opinions with the readers of Turkish Textile Employers Magazine.
"Transfering the knowledge and impressions we had in the fair to the students and presenting these knowledge with the industrials via press, will make a huge contribution to textile sector" said the lecturers.

 

 

TAM - Textile Research Centre, has become a model in 2 years

Textile Research Centre (TAM), established by Turkish Textile Foundation, Aegean University and Turkish Scientific Research Institution, is celebrating its 2nd birthday.

Prof. Dr. Isik Tarakcioglu, TAM Manager, said that enterprises were making applications to them when having a problem or facing a wrong production. "We try to find out the reasons of these problems and create solutions. We took 169 applications in 2003" said Tarakcioglu.

He told that they were planning to organize textile symposiums throughout Turkey but underlined that all the universites should act together to make these symposiums successful.

"Researches that were made abroad formerly are now being made in Turkey. Morocco and Tunisia are also making their researches in Turkey, instead of Europe as they made before. Most of the projects are prepared in order to solve problems faced in textile sector. We make practical researches aimed to increase productivity and quality in the industry. For example, subject of one of our projects is to make energy and water saving and how to pull down the costs" said Tarakcioglu.

 

Yıldırım Mayruk Show

Yildinm Mayruk, a master in Haute Couture, introduced his 2003-2004 autumn-summer collection named 'Stories to 2003-IX; Orient Expresso' in Swiss Hotel. Yildirim Mayruk, having each of his designs dedicated to every year of the Republic, in a meaning, thanked to 80 years 80th times. The income of the fashion show was donated to Children Protection Foundation.

The style used in the collection was mixed. It was observed that flirtatuous but determined shoulders were escorted by tight waists. Blouses and metamorphosis collages represented the innovative part of the show. Skirts above the knees, mini shorts and trousers were among the free choices. The fashion show, in which Drapes and plis, were rich, detaches, decolletes and diogonal cuts were open to comments.
